The phrase comes from Psalms, 127, verses 3, 4 and 5:

Lo, children are an heritage of the Lord; and the Fruit of the Womb is His Reward; Happy is the man that hath his quiver full of them.


I learned this incidentally from some scribbled footnotes in a copy of Barchester Towers by Anthony Trollope, who named a character, Mr. Quiverful, who has fourteen children, after the verses. Trollope's character, by the way, was a country parson and a rather mild and ineffectual character.

There is a website, quiverfull.com, which I shall read later; for now, I've just had dinner, thank you.
