I very much doubt this is traditional, though some bits of it are. E.G. "never let a [fellow] an inch above your knee" is a pretty common trope, that you find in songs like "Up among the Heather" and "The Dundee Weaver". Or this, got from an elderly lady in 1964, learned in Lanarkshire c. 1910 maybe.

        Which to him was more enticing than the curls upon her head.

        Never let a ploughman an inch above yer knee;

        Then he'll gi'e to ye that something for to rowe among yer hair.
