As an instrument repairman in a previous life, and from your description of the problem, I'd probably try Gurney's solution. I solved a very high action on a friend's old mandolin by this method. You might find you need to reseat a couple of frets afterwards. Your basic tools will probably be an iron for heating and a heated knife (an old and fairly flexible thin food knife with a bone handle is my favourite for this type of job) for working the joint. The likelihood is the fingerboard is glued to the neck using hide glue which is softened by heat.

I don't much like the idea of the "10 minute neck set" as described and, if the fingerboard is glued to the top then you will still need to loosen that joint. It could work, but is crude.
