If a government is elected with less than a 51% majority of all votes cast, and less than 50% of the electorate voted in that election, then in no way can the people be said to have 'spoken'. Until such times as verybody on the electoral register casts their vote you cannot say someone was elected by popular vote either. Voting should be compulsory, only then will an election be a true representation of the will of the people. Giok
